Todd Pryor serves as the Superior Town Manager in the capacity of the chief administrative officer and head of the administrative branch of the town government. He is responsible for the proper administration of all affairs of the town. The Mayor and Town Council deal with the administrative services of the town through the Town Manager.

The Town Manager sees that all ordinances are enforced, directs human resource affairs of all  personnel and department heads, prepares and administers the annual budget, regularly reports the affairs and needs of the town to the Mayor and Town Council, and supervises town purchasing across all departments. The Town Manager takes part in the matters discussed by the Town Council, and sets the Town Council agenda in conjunction with the Mayor.

The Town Manager is appointed by the Mayor and Town Council and serves at the pleasure of the Town Council.
